The Village of Capitan Board of Trustees met in special session on
Tuesday, May 6, 2008, at the Village Hall in Capitan, New Mexico at
4:00 PM.
Mayor Hammons asked for a moment of silence and led the assembly in the
pledge of allegiance.
Mayor Hammons called the meeting to order at 4:05 PM. He asked
Kay Strickland, Village Clerk, for a roll call of the members.
Mayor Hammons-here, Trustee Wood-here, Trustee Davis-here, Trustee
Payne-here, Trustee Riska-here. Deputy Clerk Shirley Pavlovic and
Kay Strickland also attended the meeting. A list of others
in attendance is attached.
Item #1 on the Agenda: Approval of the Agenda
Trustee Payne made the motion to approve the agenda. Trustee
Riska seconded the motion, and all were in favor.
Item #2 on the Agenda: Budget Workshop
Shirley Pavlovic reviewed the proposed budgets on the following
funds: Smokey Bear Enterprise Fund, Water Fund, and General Fund.
Water Supervisor, David Cox stated it was decided to leave the trucks
at the yard, except for the employee who is on call. He stated
the Village needs to build a new fence around the yard and include the
booster building in the fenced in area.
Salaries were discussed. It was decided to give the employees a
5% raise and give Steve Osborn a $1.00 per hour raise, and Cherie
Holmes a $.50 per hour raise.
A discussion was held on having to raise water rates due to the water
fund having a deficit balance for several years now. The Trustees
did not want to raise the water rates, but felt it was needed.
They all felt that it should have been done several years ago.
Mayor Hammons stated he would call a meeting of the Water Board next
week.
Trustee Payne made the motion to adjourn at 5:15 PM. Trustee
Davis seconded the motion, and all were in favor.
