Special Meeting
Tuesday, December 21, 2004
The Village of Capitan Board of Trustees held a Special Meeting on
December 21, 2004 at the Village Hall Building. Mayor Steven Sederwall
called the meeting to order at 6:00 pm. Trustees present were George
Tippin, Bill Martin, Ed Davis and Bobbi Shearer.
Hiring of new police officer: Motion by Trustee Shearer seconded by
Trustee Martin to hire William Scott Shaw as the new police officer.
Roll Call: Trustee Tippin yes, Trustee Martin yes, Trustee Davis yes,
Trustee Shearer yes.
Resignation of Tom Sullivan from CCNG Board: Motion by Trustee Martin
seconded by Trustee Davis to accept Tom Sullivan's resignation from the
CCNG Board. All in favor, motion carried.
Appointment to CCNG Board: Motion by Trustee Shearer seconded by
Trustee Davis to have Mayor Sederwall to go on CCNG Board for limited
purposes to pay bills only. Roll Call: Trustee Tippin yes, Trustee
Martin yes, Trustee Davis yes, Trustee Shearer yes.
Mayor's concern with Trustee George Tippin Actions: The discussion with
Trustee Tippin about stepping out of the rim of a Trustee.
Set Joint Meeting with Town of Carrizozo concerning CCNG: Mayor
Sederwall and Mayor Hernandez of Carrizozo set a date of December 27,
2004 at 7:00 pm at the Rec Center in Carrizozo concerning CCNG.
Humane Society back pay: Motion by Trustee Shearer seconded by Trustee
Martin to table item #8 until the budget workshop. All in favor, motion
carried.
Capitan Library property: Pat Garrett presented a letter to the Trustee
thanking them for all the effect that the council has done for the
Library. The Library board decided to terminate the lease agreement
with the Village and turn down the state grant money.
Resolution 2004-20 budget cleanup mid-year: Motion by Trustee Shearer
seconded by Trustee Davis to approve Resolution 2004-20 as amended the
adjustments. Roll Call: Trustee Tippin yes, Trustee Martin yes, Trustee
Davis yes Trustee Shearer yes.
Motion by Trustee Davis seconded by Trustee Shearer to pay the Humane
Society for the 2003-2004 budget year of $6,000. Roll Call: Trustee
Shearer yes, Trustee Davis yes, Trustee Martin yes Trustee Tippin yes.
Adjournment: Motion by Trustee Shearer seconded by Trustee Davis to
adjourn the meeting at 8:45 pm. All in favor, motion carried.
