The Village of Capitan Board of Trustees met in a special session on
Thursday, April 21, 2011 at Village Hall in Capitan, NM at 4:00 pm for
a Budget Workshop. In attendance were, Mayor Hammons, Trustee
Riska, Trustee Bradley, Trustee LaMay and Trustee Davis. Finance
Officer, Shirley Pavlovic and Police Chief, Randy Spear, also attended
the meeting. A list of others in attendance is attached.
Mayor Hammons said that since this was a workshop there was no formal
protocol and asked Finance Officer, Shirley Pavlovic to begin her
presentation.
Finance Officer, Shirley Pavlovic advised the Mayor and Trustees that
the primary items she wanted to address in the workshop were employee
salaries and the increase in health insurance premiums.
Shirley presented the board with a salary schedule for the Mayor
and Trustees that did not include health insurance and which had not
changed from the previous year. The second salary schedule
discussed was on court personnel. Shirley advised the board that
the court had one part time clerk and the Judge. The Court Clerk
and Judge aren’t eligible for health insurance so none was included in
the salary schedule. The next salary schedule discussed was for
the administrative personnel, which included Kay Strickland and Shirley
Pavlovic. Shirley advised the board that half of Kay’s and her
salary would be paid from the General Fund and half from the Water
Fund. Both Kay and Shirley qualify for insurance and the 15%
increase would result in a $1,030.00 increase for 6 months or $2,060.00
for the entire year. The next salary schedule discussed was on
the Police Department. The 15% increase resulted in an increase
of $4,152.00 over the previous year. A salary schedule that
was prepared with the Village paying employee only insurance would
result in a yearly savings of $8,142.00 in the PD benefits.
It was clarified for Trustee Riska that employee only meant that the
Village was not paying any part of family coverage for
dependants. The salary schedule for the Street Department
was discussed next. The 15% increase resulted in an increase of
$3,595.00 over the previous year. The Village paying employee only
insurance would result in a yearly savings of $11,764.00 in street
department benefits. The salary schedule for the part time
janitorial position was discussed next and no insurance was
included. The salary schedule for MVD was discussed next, and the
15% increase resulted in a $1,030.00 increase over the previous
year. That concluded the discussion on salaries paid from the
General Fund.
Shirley presented the board with the salary schedule for the Water
Department. She explained that there was currently one vacant
position and that one third of David Swanner’s salary would be paid
from the water budget in addition to half of Kay’s and her
salary. This was done since David has kept his water

will work in both the water and street departments. The 15%
increase will result in an increase of $5,124.00 over the previous
year. The vacant position was not included in the
calculation. The Village paying employee only insurance would
result in a yearly savings of $7,693.00 water department benefits.
Next Shirley explained a spreadsheet and summary sheet that showed six
different recommendations on health insurance and the payments on each
recommendation:
1. The Village would pay $114,523.00 a year
2. The Village would pay $86,970.00 a year
3. The Village would pay $111,355.00 a year
4. The Village would pay $84,744.00 a year
5. The Village would pay $116, 187.00 or
$119,599.00 a year
6. The Village would pay $106,310.00 or $103,277.00 a
year.
Some of the recommendations were based on what other Municipalities in
the area were doing on health insurance benefits. Some were
paying 90% of the employee and family. Others were paying 80% of
the employee and family.
After discussion on the recommendations presented and several other
scenarios, the board of trustees decided that none of the
recommendations or scenarios discussed would work for the
Village. It was decided that Shirley should calculate the
insurance with the Village paying 80% of the employee insurance and 60%
of the family insurance and present those figures at the budget meeting
on April 28, 2011.
At the end of the budget workshop Shirley asked the board of trustees
to look at a list of questions and concerns prepared by Virginia Jones
to see if they wanted her to research any of the items for the next
meeting. The trustees agreed that the majority of the items had
been addressed, but Trustee Ricky LaMay said he would try to provide
information on solar energy.
Trustee Davis made the motion to adjourn at 5:10 pm. Trustee
LaMay seconded the motion, and all were in favor.
